The scene from that movie actually reminds me of how the boy's school I went to administered discipline. Except that instead of a chair, we would be bent over the main desk in the Dean's formal office.

(He had a private office around the corner, at the back of the reception area.)

Also another difference was that we would have our shorts pulled down. Our school uniforms seemed designed for this purpose. All we had to do was unhook the fastener, and the shorts just kind of fell right off, all the way down to our ankles.

(The shorts never held on to the knees. The "pillowcase underwear", as we called it, that Actually had to intentionally be taken down.)

Also another difference, we were hit by a swagger stick. That's kind of like the rod in the scene you pointed out. But it left a much nastier of a sting.

The boy's school had a policy of (if the teacher/Dorm-mother/whoever decides the rule breaking was serious enough) we were sent to student services and given a quick assessment by Mrs Hendrix.

At the time I always thought she was just a mean old lady, but looking back on it as an adult, she was kinda perfect for that job. She quickly and efficiently handled any issue that came into student services.

(Discipline, medical, clerical, parental... You name it if it didn't have to do with the classroom itself, it usually went through her.)

She knew every boy by name, how influential his parents were, any special conditions surrounding us.

It was very unusual for even the teachers to put a lie past her. And she had no restraint against calling out a dishonest teacher in front of us. But she was also merciless in taking us down when we were dishonest with her.

But I'm off point. Oftentimess she'd just give us a punishment that usually we didn't like, and she always seemed to know which punishments we disliked the most. So even if we were not to get "the stick", we still wouldn't be happy.

But if she decided we were to go to the next level up, she'd bring in the Dean or assistant Dean.

He would then quickly give us a chance to explain ourselves. Oftentimes calling in the teacher (who already sent the writeup) to find out whatever details were missed.

Though to be honest if we already got past Hendrix, there were no details.

Then we'd be sent to "The Chairs".

Boys in "The Chairs" would be taken after a time waiting, at the Dean's convenience, in with a male teacher into the front most office. The (I guess the right word is) ceremonial office then Dean rarely ever used. The door was shut, the teacher would be there as a witness, and we were disciplined, then allowed to leave.

It was very efficient, very cold, and even though we didn't like it, we thought it very fair most of the time.
