Hi Tammy,
If I may interrupt... No, strangers could not spank kids unless given permission by their parents. If parents found out that a stranger spanked their kid all hell would break lose.
It was a different situation when a person in authority who was in charge of their kids could spank them, but not just about anyone outside of that authority or known to parents.
