I grew up in Texas in a medium sized city in the middle of a very rural area. They paddled the entire time I was in school but they don't do it anymore. Rumor was they couldn't get insurance unless they stopped paddling. When I was in school, it really depends on who was swinging the paddle. Most of the teachers sent you to the office if you were going to get swats but some of them did it themselves. Some of the teachers who gave their own had a reputation for giving hard swats and others, not so much. Jennifer mentioned getting swats in gym class and we have the same situation. You definitely didn't want to get swats from the gym coach because he could give them after you were dressed out and not wearing much. The gym coach also took pride in lighting you up. The girls tennis coach who also taught science, science gave her own and would also give them for other teachers. She bragged about how hard hers were and she wasn't kidding. She claimed that no boy left her classroom after swats with dry eyes and I can tell you that I certainly didn't. The paddle was part of the culture of the school and people talked about it and there were some myth that grew up around it. I don't know that it would work in most school districts now but it certainly worked when I was in school.
