Usually it was just before I was pull onto the lap or just after.
Generally if I wore pants mom would pull them down (together with my panties) to my knees and then pull me on her lap to spank me. If I wore the skirt she often just pull me on her lap first and them yank my panties down until they were around my knees.

Luckily I was never spanked in front of others. I would certainly have covered myself if that had been the case.
