I would guess that would depend on the size of the boy's penis.
When we boys would skinny dip in the mid 1950s we were doing that only up to the age of 12 or 13, so there wasn't much there to actually 'flop' around, it was mostly just a bit of jiggling, lol.
As for any erections while being naked while skinny dipping, it was the grabbing of each other's penis playfully under water that would produce those erections while naked.

I did summer camp thing mentioned here often. We were naked at lake, showers, and afterwards often. Boys under 12 dont have that problem really. I can tell you as month went on we wore less and less clothes.

Boys had separate sleeping and used showers at different times. I dont think anything was forced. We all had fun. Myabe a few brats left early. I dont recall boys having modesty issues and many started doing this each year at 7 to give moms a break.
