So I never saw a boy older than probably 14 or 15 in the female changing rooms. With girls in the mens it seemed similar, although up until I was 14, I was usually in the feamle changing rooms. I don't think there was a strict age rule, but the segregation seemed to be for adults.
As a boy still in the care of older females it was not unusual.
