I attended primary school in England between 1996 and 2003 and there's one particular incident I'll always remember. It's not as interesting as many posts on this forum and doesn't involve full nudity but it's 100% true and there's no chance in hell it would be allowed today.
At my school if a student forgot their kit for PE (physical education) they were made to wear one of the spares. However on this particular day there were no spare kits available, I was about 8 or 9 at the time. The teacher angrily told me I had to do the lesson in my underwear, so just short briefs for me. The thing is, I wasn't the only kid who forgot their kit, there was also a girl in the same situation. The teacher was angry at her too, but instead of her having to do the lesson in her knickers she was made to sit on a bench at the back of the gym.
I don't remember being too embarrassed, but I was angry at the double standards. Have to admit when I found out one of my girl classmates forgot her kit too I was looking forward to seeing her in her underwear.
Another thing I remember from PE at primary school was the changing situation. We only had one changing room in the school so the girls got to use that while the boys changed in the classroom with the female teacher present. It wasn't uncommon for girls to come back into the classroom for various reasons while the boys were changing and the teacher didn't seem to mind. It would be unthinkable however if one of the boys went into the changing room while the girls were changing.

The same goes for Russia in my childhood at elemetrary school. The boy who forgot his PE kit had to have a class in his underwear and undervest (if he had one). In fact most boys in a warm time of year didn't have undervest on and had to take a class just in their under undies.
Not a single case of a girl having a class just in underwear has been ever recorded.

I was at primary school in the 80s, and that was pretty much standard practice. If you forgot your PE kit, you did it in your undies. Boys and girls.
At my first primary school, when we were in first-year infants (and possibly second-year too), we always did PE in our underwear. Again the same for both boys and girls. No way would they get away with doing that nowadays

I saw different version of same thing US in 70s. I think times were far more relaxedthan now.
We were issued gym shorts and we did not were school briefs under them. You could go shirtless. It was optional for calethenics and none for swimming. I was surprised boys opted not to wear them.

My school used to warn us we would be made to do PE in our undies if we forgot our kit. I don't remember it ever happening to anyone, so it might have been an empty threat. None of us wanted to test it however!
We did all have to change together (boys and girls) in the same classroom at junior school. At first this didn't matter to us. But by the time we were aged 7 or 8, it was getting exciting to see an opposite sex classmate in their underwear, and a source of shame for them to see you in yours. We started changing on opposite sides of the classroom, and trying to hide behind desks or behind each other to avoid being seen.
Our teachers used to tell us we were being silly and it didn't matter, but we knew otherwise!

Brits can be excessively modest, but my experience was young boys swam nude. I mean always in PE swim class and in lakes. Few had pools more than landscape tarp and well and filters. I also vaguely remember using an outdoor kids pool under 8 and had no shame from it. Going nude in summer was just a gift you gave girls. At time a few giggled and few did not care.
As far as normal gym went boys always played shoorts versus skins in teams. I think some boys played in boxers shorts but that is fuzzy now.
