Not sure if anyone else remembers this being a thing, but I remember seeing young girls (say under 10) on the beach wearing one-piece style swimming costumes but with the top halves rolled down to their waists. So effectively topless.

Literally never see that now. Presumably because bikinis for little girls are now widely available wheras I would say in the 80s they were much less prevalent.

In US there were different rules. Boys in remote areas, it was completely fine before puberty to swim naked on remote beaches but on crowded city beaches got swim suit at 5 or 6.

For girls I did see them roll down suit like that and also saw them just wear girls or boys underwear bottoms. I saw the roll down more for older women who did not want tan lines. hey would sun more privately topless and not play or leave towel like this but far more common in back yards and sisters did this.

Honestly the most common thing I saw was boys just polaying naked in private back yard in summer or after school if warm. They all changed out of school clothes and if you wanted to go bare it was ok in moderation.

Some boys went bare all summer and some just occasionally

It's funny to me when I see little girls on the beach without breasts, wearing bikinis, when the top has nothing to hide, while around them boys play in the sand completely naked, without worrying at all that their small penises are visible to girls their age. This shows that girls develop sexually faster than boys and discover gender difference and sexuality earlier than them. The fact that they hide their breasts behind a top even though they don't have any breasts yet shows that they consider this area sexual, and therefore shameful to show.
Then it is logical to assume that they will not be indifferent to the same areas of boys and that they also define them as sexual, which probably forms interest and sexual feelings in them when seeing them.

It is interesting to European differences.

In this case, I saw girl either wore this girls one piece or wore just underwear bottoms. I think preference was up to her unless on a more crowded beach and one piece suit was not rolled down. I did see older women do this more frequently long time ago too. They would tan in remote beach and did not feel obligated to hide from boys playing naked but might from men in area.

Funny thing I would see is female toplessness in backyard or during day when hot. A few moms would sunbath topless, hang laundry in backyard or even do dishes topless not as defience but just more comfortable in house or backyard. Norm was to just look away or ignore it.

Another funny thing I would see never today is summer uniform for boys was just shorts or speedos. I was guilty of this as I would just wear wore out jeans cut to shorts and other times just wore out old Y speedo. You would see boys doing this in conveininace marts and on occasion you saw naked boys in front yard or just running errands with moms.

Sound rediculous today but I was going home from local beach when young and just walking nude when it rained and neighbor drove me home. SHe did not say a word I was naked.
