Certainly in the 80s when I grew up. Some of this was due to expectations of girls to be modest no doubt. Also I think some of this, as Jocasta alluded to when mentioning even older boys needing the guidance and help of their mother, was due to boys just generally being less mature both mentally and physically. Girls tended to take care of themselves. An example of this was my sisters at the beach always changing themselves under a towel while even as an older boy I was helped to undress by my mother (or older sister) and this was done in public after which I usually remained naked for an extended period of time. My sisters would similarly shower themselves at the beach with their swimming costumes on, or somewhere in private, while I was washed naked at the beach by an older female in full view of the public. I even remember on an occassion when I actually wore swimming trunks at the beach, my younger sister being asked to retrieve my trunks from around my ankles after they'd been pulled down before I went under the shower. I recall feeling very embarrassed as she stopped in front of me "sweetly" taunting "come on Joe, feet out" as I struggled to step out of them without tripping, and otherwise stark naked, with my mother standing behind holding my waist. But even when they have become sexually aware and feel ashamed and embarrassed, most mothers ignore these feelings of theirs. This is because they are used to seeing them naked all the time they growing up and during the care of their health and hygiene. Often this care was done in front of other female relatives or sisters of the boys, so exposing them in public in front of other random females is not considered a big deal. Andrew's question reminds me of an incident at the beach with my sister's family, when my nephew who was just entering puberty at the time, was made to change into dry underwear. Since there were no changing rooms, this had to be done on the sand in front of us and a few other beachgoers. To give him some privacy, my sister spread a towel between us and him, and although it covered him from the waist down, he was completely exposed to her, only an arm's length away. When he took off his bathing suit, my sister seemed to notice the sand stuck to his privates, because she carefully wiped his ass, penis, and testicles with the towel she was covering him with, then spread it out in front of him again while he put on his dry underwear. This action of hers evidently embarrassed him greatly, because a blush covered his cheeks all the way to his ears. At the same time, his younger sister changed into her panties completely hidden by the beach dress she had worn earlier, while watching her mother and brother's actions with a playful smile.
