If I were a betting man I would bet there are many boys your age that haven reached puberty yet.
I'll tell you a secret, reaching puberty and getting hair on your pubes can at times be an itchy situation, and when in public you don't dare try to scratch that itch either.

Speaking from the "girl perspective" yes they do a little bit. It's the same when it comes to boys. And I've been told that there is also this weird "itch-like" sensation happening to their penises while they grow. And they're having plenty of erections. Some of them are followed by nocturnal ejaculations when they're about 15-16 years old.
