People shouldnt be shocked, bare spankings have been a thing for generations.

Should always be bare for a few reasons.

Its humbling for them, keeps clothes out of way, embarrassment is part of punishment to a point. also, safety. to properly monitor color of the bottom to make sure you dont spank too much (pr too little!)
