Well, for me, this isn't even a matter for discussion.
Aside from a few firm slaps as a warning, a good spanking is always—and consistently—administered on the bare bottom.
It's more effective, and besides, I want to see how red the bottom is to decide if I'm happy with the result. If the bottom is just pink or slightly red, that's not enough.
