 Yes sometimes if I don't have time for a full session, I will take them in there for an actual talk without spanking, but I can pull them aside and tell them we are getting spanked at home anywhere in public, i whisper it to them close to their ear so its still private.

But you really should have spanked in that instance, if you tell them you are going to you need to follow through
