End the portal and the NIL. Kids will still want to go to college and play ball AND will, just as in the past, will stay at their the schools they have chosen; unless for good reason, transfer.

WHY ? Because the kids will have no other good choice. They are not going to the NBA out of high school; nor are they going to play overseas (because of inexperience or lack of talent). We will return to the ways of the past.

How ? By all of the college coaches and their universities lobbying hard and with extreme pressure to return to the past.
