Most disputes are settled by arbitration. Zarathud is the
most popular arbitrator, but there are others.

Property owners enforce the rules of their property, by whatever
means they wish. But, they know that their actions will be
judged by their neighbors, and they tend to act responsibly.

The owners of the Blue Boat are folks who demand peace with
their neighbors. If you act in ways that bother your neighbors,
they will inform you, and they will do whatever they think will be
accepted as proper, by those of the Blue, to enforce any needed
corrections of your behavior.

We know that what we do to others, will set the standard, for what
is done to us.

‘ And it harm none, do as thy wilt ‘ is the accepted rule of the Ship.

Those who do harm to others are dwelt with by those who were harmed,
and by those who wish to ensure that such things don’t happen again.

Very dangerous folks, tend to be very peaceful folks, unless provoked.
That is the nature of the Blue Boat. It is a very safe and quiet place.

I hope I have answered your question, If not, I will be happy to try again.
