i rather like the idea of kanas city!!!
we can dot his with a cap!!!

Topeka-Environmental stability: Capital of Kansas. This city has an unbelievably poor public service record. Topeka will not accept transfers at the moment

if this cap is not got hardly anyone in i will be taking all 4 of my cap comzp there!! i have 4 sitting with 10% city land!!! this could a an impregnable fortress if we take all the land!!!
