The situation is this, there is somewhere so lil' ....um *tries to thing on not that bad offensive term* wanker, can i say that here? anyway, this said person is going around and, in the word of AngelX "is reporting every fan site to Fox to have them shut down the illegal material or just the whole site" By illegal material - it basically means copywrite stuff and such. i.e. pics, transcripts and if you think about it everything that makes any kind of fansite a fansite - people make them because they are a *Fan* of something, not that they are trying to rip it off or make money out of it. So in other words, this individual sad case, is going around visting lots of site then running to Fox with the "ammmmmm i'm going to tell on you!"
