Subject: Improper display License Plate

so, like I'm new to the bike scene and have began personalizing my bike...I get pulled over because my plate has been moved to far under my seat. Pissed since the guys I bought it from didn't mention this possiblity, and pissed at the fact that the cop rides cycles too! So looked up the law and could not find anything specific on display of plates being too far under anything...does anyone have a clue?...I am disputing this ticket next month and would like to have the law on my side this time!!
