Four MPs broke ‘rules’ to get K4m

FOUR parliamentarians were paid K1 million each from the District Development funds in 2000, the Public Accounts Committee said yesterday.
Committee chairman and Member for Bogia John Hickey asked why the monies were paid to the members without following proper procedures.
Mr Hickey said the recipients were former Kiriwina-Goodenough MP William Ebenosi, ex-North Bougainville MP Michael Ogio, South Bougainville MP Michael Laimo and Central Bougainville MP Sam Akoitai.
The payments were made against a National Executive Council directive for MPs not to be recipients of the monies.
Mr Hickey asked Finance Secretary Thaddeus Kambanei why the funds were paid to the respective member’s accounts and not into trust accounts as directed by the NEC.
He also asked what the normal procedures were in relation to payments of the Electoral Development Fund monies paid to MPs.
Mr Hickey asked Mr Kambanei if these monies were fully acquitted by the MPs.
He said he could not understand why the four members got their funds paid into their accounts when the other 105 members’ funds were paid into trust accounts as directed by the NEC.
Mr Hickey, in raising serious doubts in the handling of these funds, gave Mr Kambanei 14 days to report back to the committee on his questions as Mr Kambanei said he did not have any answers on the questions.
Yet in another interesting case, Mr Hickey said: “The report shows that an amount of K18,433,180 payable to the Sandline International Company was not disclosed under statement of public debt of the Public Account.”
He asked Mr Kambanei why this was not disclosed in the public accounts and whether this debt has been paid in full.
Mr Kambanei said the final payment of K8 million was paid on April 26, 2000.
He it was not shown in the public accounts because it was not a loan.
