Power is relative. By decreasing the effectiveness of the conventional attacks, you are increasing the relative strength of the un-conventional attacks such as Solar Flare and Healing. Is that what you want?

I would simply create an option in which one can pump more KI/Strength into a move to give it more punch. That would have an incentive for people to put more KI into their stats.

Damage is based on PL and move strength. However, while in the beginning the diffrence between a .2 multiplier and a .4 or .6 multiplier is significant, later on the diffence between 1.2 and 1.4 becomes less important, not to mention the enormous inventment in points required to obtain the move. Eventually, PL will become paramount and people will stop attempting to increase their KI levels. Frankly, if the opponent isn't dead after 3 level 6 attacks (costing 600 KI to perform, and dealing damage up to 3.6 times your PL, average 2.3 times) YOU probably are, assuming that people increase PL and HP at the same rate. If people start having high HP and low PL, the strategy would then to be get "healing" and outlast the opponent. Either way, I really don't see KI levels going much higher tha 750, using the current system. That can be reached by 25 days of traiing under a master.

If you wish for people to continue to increase their KI levels indefinetly, into the thousands, and possibly the millions, one way to do it is to make the moves stronger according to the amount of KI one puts into it. Therefore, even if one has attained enough KI to throw 3 spirit bombs in sucession (1500 KI), one will still want to earn more, thereby gving them more strength.

Note: I say KI, but this applies to strength as well, only there aren't any really good strength attacks except for "Death Touch" which takes off half your opponent's HP for the same amout of power as a level 4 attack (with a 0.8 multiplier)

Plus: What if a person runs out of Strength/HP. Is he simply screwed?

That's just my opinion.
