Because of certain ancient yogic injunctions, I cannot give a full explanation of Kriya Yoga in the pages of a book intended for the general public.

Which part of that sentence do you have a problem understanding Joe?
Like all disciples of Yogananda, Paulsen gave a solemn pledge that he would not reveal Kriya techniques. He is breaking that pledge every time he gives initiation, and every time someone looks at his video, or reads "Sacred Science".
His actions in this, and in his claiming Yogananda's Kriya was incomplete, and needed his (Paulsen's) improvements shows that he has nothing but contempt for the Paramahansa and his wishes.
God wishes it to be available to all to whatever extent they are able to receive it.
And no doubt God expresssed these wishes to Paulsen through some bug eyed aliens on an orbiting spaceship.
