To expand on this a bit.

Read the "Tibetan Book of the Dead".

According to what is found there, the departed person is rather clueless as to what is happening.

At the beginning they have the clear light of ultimate enlightenment, but because of attachment/desire they then experience intermediate states of reality both wrathful and peaceful. At the end of the experience, if they can not realize what is happening (mind only), as they are about to be
reborn, they are attracted to the forms of male and female copulating and are "trapped by the womb door" The forms seen may be either human or lower animal. What species is seen is the species that will provide the vehicle for the rebirth.

As long as there is desire we are pulled in that direction and suffer or enjoy the results of our actions.
