Okay, as the title states, I've thought a bit more about this. I say the Flaming Skulls get to fortify the base because they have a smaller Gang and need the exta help(Plus, then Andria gets to be evil to you all! Mwuhaha). Also, we need to discuss wether or not we have to have people actually die in this raid. I'd rather leave that up the the player, if you don't want your people to die thats fine. I await your input.
