By the way, anonymous idiot, who must NOT be a lawyer, as no lawyer would be stupid enough to make such a statement, there are also Civil prosecutions as well as Administrative prosecutions! Any person or entity who makes a complaint, and pursues and presents such complaint with an offer of proof to affirm the truth of the matters being asserted to the evidentary standard being upheld to, be it a criminal , civil or administrative matter is thus "prosecuting " that matter! I don't know where you "learned" otherwise, but perhaps you should go back from whence you came!
