Definitley Angel and Cordy. Angel and Buffy were in love, but I personnally think it was moslty like a rush for the two of them, with him being a vampire and her being the Slayer. Angel and Cordelia have something deeper than Angel and Buffy, which is friendship. They care deeply about each other and it's not just physical. They actually know each other in a way that Angel and Buffy never did. They were too busy trying not to bone each other that I don't think they ever really "knew" each other. Plus, Cordy makes Angel laugh. He doesn't brood nearly as much as he did with Buffy.
