False. There is a true part in this story: For over 25 years Neil Armstrong is asked wether this Mr Gorsky story is true or not. For over 25 years Armstrong tells them it is not.
In the Netherlands there is another Apollo-legend:

Armstrong was so overcome by the view of the Earth from the moon that he only said "One small step for man". The words "a giant leap for mankind" were later edited by NASA.
