Subject: 1989 firebird headlight problem

I bought this car for my son. The headlights would not come up. Found the three rollers in the headlight gearbox were toast. Changed out and headlights will come up, but not go down when turned off. Checked the voltage on the lights coming up and going down. Going up they have 11.8 volts, turn lights off to go down they have 2.11 volts, but do not move. Tried swapping the control module with one from a junk car. Same thing, don't know if module good or bad. Does anyone know how to test the modules?
