Subject: Third most important character on XF?

Now that "The X-Files" has *FINALLY* been cancelled as a TV series, (at least a year later than it should have been, IMHO) I think an interesting question is: who was the third most important character in "The X-Files"?? (Nobody can doubt that the *TWO* most important characters were Mulder and Scully!! And, while I realize their will always be a few people who argue whether or not one of them was more important than the other, I think the vast majority of X-Philes will agree that they were equally important.) While I primarily mean the TV series, I'm also including the whole "official" XF universe: the authorized novels, the movie, the computer game, the action figures. . .whatever.
This isn't about what character you *liked* the most other than Mulder and Scully, but which one other than those two was most essential to the success of "The X-Files". (Hey, after Mulder and Scully, the character I *liked* the most was Agent Pendrell. . .but I'm hardly going to try to argue that he was an essential component of the series!)
Now, of course, I realize a lot of people are going to say Doggett was the third most important character, but I just honestly don't see that. He was only on the show for two of its nine seasons and, during the years he was on, the show lost both critical acclaim and viewers. He was also never even mentioned in any of the XF novels, or the XF computer game or in the first (and, so far, only) XF movie. And, to the best of my knowledge, there is no Doggett action figure!
My vote is for Skinner. He's the only character other than Scully to be on the show for its entire nine seasons and he just got better as time went on. His interactions with Mulder and Scully - individually or together - were a big part of what made XF a hit.
While I'm sticking with "Skinman", I think a case can also be made for one of two other people being the third most important character in XF: Krycek or Cigarette Smoking Man. After all, the whole show was basically about the conflict of "good" (represented by Mulder and Scully for most of the series; with assistance from Doggett and Reyes in season eight and nine) versus "evil" (represented by a variety of bad guys, both human and alien, but most frequently by Krycek and/or Cigarette Smoking Man). Without a convincing villian, the show would have lost its edge. Both were in the show for seven seasons (1-7 for CSM and 2-8 for Krycek) and both made big contributions.
So. . what does everybody else think???
