I was always under the impression that CSM was somehow manipulating Mulder's dreams to a certain extent. I mean, he couldn't control Mulder's choices, but he could set the scenes and circumstances. So I don't really see it as Mulder dreaming about marrying Fowley as proof against the MSR. She was the only choice presented to him. Thus, no choice was really made, IMHO.

As for Fowley being a good guy....I still don't think so. All her sacrifice proved was that she had some kind of a conscience in the end. And Scully had to shame her into it. I think maybe she loved Mulder as much as she was capable of loving anyone other than herself. But she was basically self-serving until her conscience (and Scully) finally caught up with her.
