All of the pscychos Scully had gotten tangled up with have wanted to have some kind of control over her and she seems to play into that.

But I'm not sure I agree with the CSM where Mulder is concerned. I don't really think of him as being powerful at all. Maybe the CSM think Mulder is powerful because he holds the key to fighting colonization (in his own body because of what he's been exposed to), but when does Mulder ever exert any power over anyone? He's generally a very gentle person. The only time he ever inflicts power is over a creepy serial killer he needs to take care of.

And he certainly doesn't hold a very powerful position. Maybe we could say he holds power over Scully in that way because he is in charge of The X-Files. But considering he's relegated to the basement and made fun of by his peers and there are only two people in the whole XF department, he's certainly not a big powrerful boss in charge of a lot of subordinates.

He bosses Scully around a bit and takes her for granted at times but I think that's something everyone does from time to time. He certainly doesn't bully her. And also we have the fact that they refer to each other as partners even though that's not how their relationship was set up to be by the higher ups. He considers her his equal.

I don't really think of him as being domineering over anyone and if Scully only is attracted to powerful men then maybe that's why she has such a hard time loving Mulder. Maybe he needs to toughen up! (I hope he never does).
