I agree with you. Obviously, she was attracted to Daniel. And I'd say "something" happened between them, but whether it was actual sex. . .I'd like to think not. Maybe they kissed a few times and Scully left *BEFORE* things got out of hand.
Even if they did have an actual "affair", I'd say Daniel was much more to blame than Scully was. Kind of like thing with the President and Monica Lewinsky. Yes, Scully was an adult and should have known better/could have said no. But she was only in her 20s, Daniel was in a position of power and influence over her, he was more experienced, etc.
