I'm only offering theories dev. I wouldn't presume to document the totality of any person, not even myself. Certainly in Scully's case, there isn't a clear line separating her on & off duty lives, they seem to co-exist in the same time. For this reason, I think that she is sensitive to romantic attention at any time, on duty or off.
