In Knoxville, there is a lesh law. If your dog goes wandering around without a lesh, the animal control will pick them up. Then if you call the pound and they say that they have a dog that matches the discription you gave them, you do have to pay a fee to get them back. It is just like adopting them all over again. I know a girl who's dog got loose all the time. They even had a microchip put into the dog to identify them in case this happens. All that is good for is the pound can scan that microchip and find out who the owner is. They even have proof now, but they say that it will cost $45 to get the dog back. I know that is not fair, but there are alot of dogs running around loose, and they have to keep their business up somehow.
