yes, they are over populated,and yes we have a leash law{that no one pays any attention to}.where my mothers dog was picked up there is usually 4 or 5 other dogs there with out a collar and not on anyones property.my mother had been trying to keep buster on a chain but his little collar tore up, the evening he was picked up she was at wal-mart buying a new collar.
