I don't think he was a regular cashier since he was dressed differently. Probably higher level person like a manager. Like Skinner! There was a huge long line so I think he had to fill in to help. So he was annoyed he had to come and cashier. Kind of like Skinner when he would get annoyed at Mulder and Scully for going off to follow one of Mulder's hunches without permission. hee hee.
