A couple of reasons: I think you had to be a fan of both "XF" and "COPS" to "get" the episode and I've never seen "COPS".
Also, shipper that I am, my fave parts of any "XF" ep are always the moments when Mulder and Scully are "alone together". They don't have to be acting in a particularly shippy manner — indeed, usually they aren't — but just watching them bat theories around, etc. while it's just the two of them in a car, motel room, their office, one of their apartments or wherever is fun. This episode, by it's very nature, didn't allow for any moments like that. Even if Mulder and Scully were the only two people on the screen, we knew there was a cameraman standing right behind them.
My husband's not really a shipper, and he's not a huge "XF" fan, but he watches and enjoys most eps with me — his favorites are the mytharc eps. But he wouldn't even finish watching this one; said it gave him a headache. So it wasn't just the lack of shippiness. . .maybe the jumpy camera angles?
