My guess is he was jokingly given the name of Ringo but when it came time for us to hear him being introduced in that scene to Doggett they may have thought saying, 'this is Ringo Langly' would sound a bit too silly for that scene or may have detracted from the moment. But Richard and Ringo have become synonamous because of Ringo (alias Richard Starkey) from The Beatles so I'm guessing Langly's name is Richard and at one point his nickname was Ringo.
