I have always thought that Skinner's character was loosely developed. On one hand he came across as a weak man who could be pushed around. On the other hand he seemed tmore interested in watching out for his own neck at the expense of Mulder and Scully. I have always wondered what CSM had on him to control Skinner so thoroughly. For a while Skinner had to pay back the "debt" incurred when he was given Scully's cancer cure. I just am not sure how long that payback remained as the reason for the things he did for CSM. I have always had the feeling that CSM was holding something over Skinner's head to force him to do his bidding.

As an actor it had to be difficult for MP to play such a wavering character when one would think and hope that he (Skinner) would be strong enough to do the right things as well as skillfully handle the office politics. He certainly should have had more screen time as his character could have been given much more dimension and purpose.
