Agent Pendrell and Missy Scully could have lived and met up with each other. She would have been a better match for him than her sister. Pendrell and Scully were too similar to each other. . .besides, as you say, Scully was Mulder's girl. I actually think Pendrell knew this before either Mulder or Scully did!!
