I was wondering that also, but I think that he already has something implanted in his brain so maybe he can't just live forever. Maybe he doesn't want to. I got the feeling after he threw the CD into the lake (the one that would allow everybody to live forever) that he was like the spoiled little kid who "quits the game and takes the ball home with him" syndrome. His life was miserable--he's said so many times. I think he's jealous that his power can't attract a beautiful woman like Scully. He had to kill off Fowley because she had another agenda--not just him. He maybe doesn't dare kill Scully because of what he has planned for her and also he may not want to face a "mule-headed" Mulder as he called him. CSM has ruled the roost for so long and maybe isn't too happy that he is loosing his followers and can't recruit more people to do his dirty work. I also got the feeling that he is still trying to control the future for the world but maybe now it is going to backfire on him.
Is Cassandra still alive? I asked that earlier but missed an answer. I don't remember seeing her gurney being there, burned in the hangar along with everybody else. Is Gibson still in the power plant? You're right--too many questions and not enough answers!
