They hold hands. They kiss each other. They flirt with each other. They go out on "dates". (Well, Mulder's version of "dates" anyway; like to Haunted Mansions and to play baseball.) Plus, he's told her he loves her.
If by "romantically involved" you mean "have sex with each other" I think that should not happen until the last or next-to-last episode of the TV show. But "The X-Files" will not really "end" when the TV show ends, because there will continue to be movies, novelizations, etc. with these characters. I don't think it would hurt anything for Mulder and Scully to have a more intimate relationship in future novels and movies.
Oh, yeah. I think they should get married before they have sex. This is partially due to my own religious beliefs, but I also think it would make more sense given the way the characters have developed over the past few seasons, particularly Scully's return to the Catholic Christian faith of her childhood.
