Graham Bauer is definitely a bad guy from last season. I can't remember exactly what he did (maybe det or somebody does) but he was involved with the evil schemings of President Logan. So he must have known Jack was alive and sent to China because of that. Why Jack doesn't think it's weird that Graham knew he was alive, I don't know. But he does seem to realize that his family is sort of bad, so maybe he's not surprised.

Also, on a shallow note, imagine you are born looking like Graham Bauer and your brother looks like Jack Bauer? I'd be pissed at the unfairness of it. My roommate said maybe young Josh Bauer is actually Jack's son!
