Oddly enough, Houston seems to have only a Fourth and Fifth Ward. I have no idea what happened to the First, Second and Third Wards! Both the Fourth Ward and Fifth Ward are poor, inner city communities.
I've come across the term "Ward" in a few old novels and such and, as far as I can tell, it's just sort of an old-fashioned word for "neighborhood". I don't think it was originally used only for poor neighborhoods, but since the term hasn't been used in decades, any places still designated with the word "Ward" are almost certainly older, inner city neighborhoods that are now poor and rundown.
Unrelated trivia fact: Ward is also my last name.
