The silent clock has happened a few times over the course of the show when a character dies doing into commercial break, instead of the beeping clock, it's silent. It happened when Terri died, when George left CTU for the final time, when David Palmer was almost assassinated, after Jack executes Chapelle, and this season when Edgar died. There might have been more, but I can't think of them. I know that Michelle, Palmer, and Tony didn't get a silent clock, which seems odd since they're three of the most important characters. I guess they decide when to do it based on the dramatic effect.
