Yeah, what's nice about "NUMB3RS" is that the producers aren't trying to make us think that they "never intended" for people to watch the show at least in part because of the UST between the characters. They've pretty much admitted that it is a major subplot of the series.
As for Don needing Charlie's help in every case, well. . .maybe they only show the cases where he needs Charlie's help and he works other cases at other times. Or maybe, considering that Don *does* have a math genius brother who's always willing to help him, they have assigned Don and his team (Terry and David) to a special sub-division that mostly handles math-related crimes?
