Schools can only spend $20,600,000 on institutional NIL. However, there are no limits on outside donors, sponsorships, etc. I've heard that Michigan's roster was $12,000,000. I'd bet there's a massive amount of non-institutional NIL going through Ann Arbor, because there's no way Michigan is only spending a reported $8.6 million on Wolverine Football.
