You probably need to find the possible pain people have or could have if they don't take care of the problem.

Since my limited automotive knowledge is about cars with carburetors, I'm groping in partial darkness on this issue.

You may need to check hte Environmental Protection Agency web pages or something similar to confirm & flesh out what I'm writing below.

As great as a clean environment is, people are more likely to take action on something affecting them now & directly. The effect of pollution in the future won't motivate enough people.

Try testing an ad like this (if the information is accurate) -
