I understand it better now, I misconcluded what you were trying to say after reading Mel's post. Since Keecadoran captured Shane, I thought for a moment you were after her... and trying to get Shane for your master as he is obviously very keen on getting the boy for himself.
Also I was mislead since Tanzara already gave the boy to the queen in care.

But now that you explained it, it fits pretty well actually.
Tanzara IS in a vulnerable state, just after giving birth and still lacking powers for conversion...
And yes technically she is a witch, a dragon/witch ;)

My apologies for the comment then, t'was my own misinterpretation. :)
