Yeah, once the evil packs gets at least two members, I'll allow new packs but I wo't make thm. Others will be allowed to start to packs, I should say. ^.^ However, at theen of this eek, no matter the number of members in each pack I'm allowing two packs to start. One person already ask, so one slot is taken. Would yo like to be the other?
