All depends how closely they are going to stick to Trek continuity, DS. If they stick to it absolutely there should be no sight of Romulans at all, since in TOS they mention the wars fought between Earth and Romulus were conducted in primitive ships that didn't have visual contact......hence the surprise when they were revealed to look like Vulcans in the TOS episode "Balance of Terror".

However, if they decide to go the other way, then I would not be surprised to see the Romulans appear at one point. According to the Trek timeline, Earth is scheduled to fight a war with them at one point along Enterprise's run..... ;-)
